Announcement or News Banner
 
Im trying to find a simple way to add an announcement, (not sure if that is the right terminology), to my forum homepage.

I just want to be able to turn a message on, about once a month.
But rather appear at the top of every forum, id like it to be on the forum homepage at the top.

It be handy if it could be animated too. but not essential.

The news section on here, is what im after LINK
