Collapsing Quick Reply Box

I was wondering how I can collapse the quick reply box when members are viewing a thread ,I want to make this the default . I looked all over the VB admin panel and cannot see any options for this . Running Version 3.6.8

There is no option to do this. I would think you would have to modify the template in order to do this. Also, if you default it closed, then those with javascript off will not be able to open it.
