Custom Automated Infractions

I have a section outside of my forum that users can interact with and some are abusing it. I would like to be able to automate giving them infractions when they do certain things. Is it possible to call an infraction function passing the userID and some other stuff and have it give the infraction? Or is their a modification out there that allows something like this?
