I cant click buttons

I have just installed a fresh version of Vbulletin.. but when iam in the admin panel.. i cant click any buttons.. like submit and go.. and on the menu bar.. i cant get them to invididually expand.. i would have to click the link "expand all" and i cant edit anything cause the buttons when i click on them wont work please helpp me!

Reupload all your files and make sure they all uploaded completely. Then try again.
