Dropdowns in footer navbar not working

We have a navbar call in our footer template ($navbar). In 3.7.x it was fully functional (dropdowns, etc). For some reason when we upgraded from 3.7.x to 3.8.x, the dropdowns disappeared.

Anyone know of a change from 3.7.x to 3.8.x that would have caused this?
