Usergroup Requests

How can a user "request" to join a usergroup? If I set to users can join, then they do not need to request. How do I make it so a usergroup is joinable by request?

AdminCP > Usergroups > Usergroup Manager > Edit Usergroup > Set Public (Joinable) Custom Usergroups to Yes

I did that, and went on a testing account, and it allowed it to instantly join the group without confirmation through Mod/Admin CP; it didn't create a request, just simply joined the group.

Did you add a usergroup leader for that usergroup?

Its in the dropdown menu for the usergroup when you go to AdminCP > Usergroups > Usergroup Manager

Ok, I'm using vbulletin 3.6.8, now either I'm extremely dumb, or it is somewhere else. Please help me. Thanks.
