How do you move where notices show up?

Basically my notices appear to show up in my style above the header but that seems stupid to me.... any ideas on being able to change these?

Open navbar template
and move around from there to where you wana show ur notice..
havnt tried but if u put it in some other template and it doesnt show. you prolly need to edit some plugins too.
