New thread on received interfraction?

Is there a way that I can make it so that a new thread in the mod-only forums (I already have these forums) is automaticly made when someone get given an interfraction? I want it so it says who gave the interfraction, who got the interfraction, and why.

Is there a way to do this? Or, is there a mod for this?
