Vbulletin Custom Error page

Instead of vbulletin showing the normal vbulletin database error page I would like to have a custom page show up.

How might I go about doing that?

As a second request, when my forums are turned off via admincp, I would like it to go to a cusotm page.

Take a look at the database_error_* files in the /includes directory.
