how do i get a top nav bar (above the logo)

like at this website: http://www.nasioc.com see how they have a navigational bar above their logo (NASIOC)

well that's not what i want.... notice how nasioc.com has the normal nav bar and then a custom one over head....

Its basically the same thing but without the navbits and login box. Just take this:

And place over $header and you should get what you're looking for

For example, in your FORUMHOME template, find $header and add that code above it
