Is there a way I can turn on and off registrations on specified days/times?

Like for example, I would like to open registrations only on Mondays, Wednesdays, and Fridays 8am - 8pm and close it for the rest of the days.

I would like something similar, but with a twist:

Allow registrations during a certain timeframe, but require user moderation for registrations outside that window.

99% of our SPAM registrations come in during our evening. 99% of our real registrations are between, say, 6am and 10pm.

This would allow us time to delete the obvious spammers before they get a chance to start posting.

Both of you guys will have to write a cron job/ scheduled task to do this.
