Dropdowns in the Header

I've got links in my header that I wish to use. I've used the built in drop downs in the navbar template, but for some reason it won't work with in the header template. Is there anything special I need to do? Maybe with the "popups" conditional?

I see a lot of styles that have moved the navbar links to the header but leave the dropdown code in the navbar template. Perhaps try that.
