any tools to help with layout?

I am just curious, does anyone know of any tools that can help with layout changes?

I just want to tweak with the color scheme in the current global template, but it takes a while for me to make the change in the cp upload it to server and then reload my page.. is there an easier way?

Any tools that can help with that?
