Conditional for Welcome to our newest member
 
What would the conditional be for "Welcome to our newest member" to prevent a banned individual from showing in the section?

You would have to hook into the infraction data manager, and change the username stored as that value when the "newest" member is banned. This is not an easy task for someone without knowledge of PHP and vBulletin.
