No one from vbulletin can log in.

If you have ftp access then you can fix it yourself, otherwise you need your head admin (or any other admin on the site).

Exactly, edit the config file and add your userid as an admin and while your at it, add it to the uneditable/undeletable part ;).

Well, what if the administrator removed his administrator access for a reason? Granted, he should change the FTP access/passwords as well, but I don't think it's very ethical.
