Extending The User CP With Plugins
 
Is there a way to extend the User CP with plugins?

I dont want to use profile fields.

Just add some board wide options for each user. For example, if they have one option enabled a bit of javascript will be included in the header

To add a new page, use the USERCP_SHELL template, also see usercp.php to see what you need to set.

Profile fields would do this fine (even though you don't want to use them...).
