Payment API Problem

Ok, so I am selling a VIP membership package on my forum. 1 year for $6.00 USD, 3 years for $15.95. I have a Paypal account set up. When you go to pay for the $15.95 price, it seems to work fine. When you select $6.00 and then "Pay Using Paypal", it takes you to a dead Paypal link that says:

The link you have used to enter the PayPal system is invalid. Please review the link and try again.

Is there a fix for this? It seems bizarre that it would work for the $15.95 but not the $6.00.
