How to prevent excessive quoting

Does anyone know of a way to prevent users from excessive quoting?

Like when they quote 50 lines of text (usually a whole post) then write 2 of lines of text themselves (it always seems to be the smart arses to do this!)

I've searched for a mod but couldn't find anything.
