display notices based on custom profile fields

hi everyone,

is there any way to display a notice to users based on their profile fields content? for example, i created several mandatory custom fields but i don't want to set them to be required as "Yes, Always" since this seem a bit forceful for me. these fields are mandatory for new users registration but for existing users i'd prefer to display a notice to remind them to fill in all required fields. i can't find any condition for that in default notice mechanism, but maybe there's some hack that does it?
