HTML code in integrated topics

I have a website, in which all the posts are integrated with forum. So when admin creates new post, thread with this post apearring on the forum. And I need HTML for that posts, but I don't want to enable HTML for users. All of that posts are created in special forum by native data manager, so I need HTML only for one forum and only for first post. Users can't create threads in this forum, but they can post in existing threads. How can I disable HTML code for that forum, but not for first posts?
