Limiting same IP address registration

I am tired of individuals creating several accounts in my forums and acting like different people. Is there any mod to prevent multiple registrations by the same IP address? I have found mods that put a cookie on the users computer, but most people delete cookies right away anyways. I realize people could just use a proxy to get around this but I would rather make it more difficult for them. Any advice would be appreciated.
