ALT and TITLE tags for Posts

When inserting a link during a post/thread, is it feasible to add an extra field to:

Image links https://vborg.vbsupport.ru/external/2011/07/5.gif

Hyperlinks https://vborg.vbsupport.ru/external/2009/12/3.gif

Example Image links, we could have ALT field for ALT TEXT

and URL Hyperlinks, we could have TITLE field to add Title Text.
