Restrict large attachment viewing

Is there a way to restrict posting and viewing of attachments over a certain size by usergroup?

I currently allow paid members to post larger attachments, but I'd also like means to restrict viewing permissions for those same attachments to paid members. And without any of this affecting "normal" attachment posting and viewing.
