How to Make HomePage Profile Field Conditional?

I would like to make the Home Page field within a users profile conditional, meaning that they may only enter their homepage URL once they have a certain number of Posts within the forums already.

Tired of spammers joining, entering their own site in the fields and having to run queries to truncate the field.

Any ideas on how to do this?
