announcement autobump or change to unread status

I have a rolling announcement at the top of my member service forum.

When I edit it can I get it to be flagged as unread again for everyone - I don't want to use a sticky topic but I guess I could - because it is in the scrolling announcement. Because it is not a new post it is not seen.
