How I Do That All Users On My Forum Cant Chang Them Clock And The Forum And All Users Have A Global Clock?
How I Do It?

Make it the default option (as you probably already do) for every usergroup. Once that is done then you simply remove that field in the styles template so the user cannot edit it.

Viola - Global time ;)

I understand my way is probably not the 'best' way, but it is a quick fix.
Hope I was able to assist, sorry I am out of other ideas.

I don't see why you need to do this. Is there any compelling reason to restrict users to a specific timezone?
