How do you make your mods section like that?

Hi. That was a really bad title, but what I want to know is how you made your Mods section of this forum like that and if it's available as a mod for download to have mine similar to it? Thanks

The exact mods used here aren't available for download (or most aren't anyway), however there are similar ones if you search in the mods forums.
