can anyone tell me what the differences are?

General answer is you get support for both sides

personally i much prefer IPBPRO yet some prefer V3

I'd suggest you test both on a test forum (not at same time mind you :P)
the site in my siggie uses ipbpro and i'm sure you can find sites that use v3 here also
