How can I change the order of the groups that displayed on the View Forum Leaders page?

You would have to modify the code in the showgroups.php page.

I believe it would be the query around line 99 in that page. You may be able to add just ORDER BY usergroupid, but only if you want it ordered by the usergroupid. If it is supposed to be ordered a specific way, then you will have to change the code around that query to do so.
