photo gallery question URL to URL transfer

The forum I belonged to before launching my own had this great feature in the photo gallery.

You could enter the URL of any picture and transfer (copy) the photo directly into the members gallery without the tedious download then upload process.

I searched for this plug in/product in vain.

Can anyone point me in the right direction??
