What version of vBulletin are you using? If you are using 3.8.1, find Edit User Profile in the line directly below the usertitle.

If it isn't showing up, try checking your templates and see if any need to be reverted. You can always set up a default style (with no addons - parent style) and view it from there. If it does show up in the default style, revert your templates and make any necessary changes for your other modifications (if applicable).
