If it's a small forum you can do it via Cpanel.

No need for a hack, it's built into vBulletin.

AdminCP > Maintenance > Database Backup

Except if he doesn't have ftp access then it's unlikely he has cpanel access (I would think).

But the vB database backup doesn't have to backup to a file on the server. You can, but it's not required.

I was actually replying to Videx. Also, it isn't recommended to use the admin cp database backup. Here are the recommendations from the manual:
Backing Up The Database via SSH/Telnet or
Backing Up The Database via phpMyAdmin

If you don't have shell access, some people have also reported success with these scripts:
MySQLDumper
MySQLHotxcopy
Bigdump

Oh no, yeah - I agree. I always backup using phpMyAdmin. However, if you don't have access to that then the ACP is the next easiest option.

Backing Up The Database via SSH/Telnet is the best option, as i find Cpanel times out like crazy and the built in Vbuleltin back-up isn't good for large forums
