No need for a mod. Go to your AdminCP. Then go to vBulletin Options. In there, look for "User Banning Options". Toward the bottom you'll see "Banned Email Addresses".

Just add...

there is a big thread on vb.com with all the spam email addresses that you should add to the list. I recommend you head over and have a look for it.
