Work Safe Mode Button

I am looking for a way to have a button on the nav bar that says "Work Safe: On" and "Work Safe: Off" and have it disable all images, signatures and avatars when clicking on it.

I have some members who browse the forums sometimes at school or at the library and unfortunately sometimes we are not quick enough to catch spammers before they attack so this would be very helpful for me.

Any help would be greatly appreciated.
