Toolbar Dropdowns Not Working

I've been messing around with the editor_toolbar_on template and I can't get the drop down menus to work. All of the other functions that arent dropdown (bold, italic, align, etc.) work but the smiley and font color options don't drop down the menu. Any ideas what I'm missing?

Usually this is seen after an upgrade when a user forgot to revert their headinclude template. You might want to see if your headinclude template is default or not.
