Skin is irrelavent to the topic at hand, "anime".
Consider putting some anime characters as a background.

Nice layout, everything from a glance seems to be tidy, easily navigable and clean. I'm not so sure about the logo though, the edging is rough looking. You stated it's unfinished which explains the state it's currently in.

The poll bars in your poll look hideous, I've never liked the standard vebullen sticks of death so I would suggest replacing the bars for custom variations and suggest you try this set out.

Nothing much to say about the visuals. You seem to have took the time in replacing the stock vbulletin images which people seldom do so nice work on the commitment in spending the time to replace the images.

If I had to be picky, the forum status icons forum_new and probably forum_old are lime, the same variation of green you have prominently throughout. Possibly opt for a set of black icons to break the theme out a little? Try it, you might be surprised and feel the dominating green is broken out just by replacing two images.

Overall, nice work and better still with the perverseness shown in replacing the images for custom images.
