You'll have to be more specific.

By "the top of each page" do you mean the tabs at the top right for things such as Forums, Articles, etc. If so, do a search, this is asked at least twice a week, every week.

If you mean the layout of the threads in the modifications area, search again for a mod called "Chief First Post"

It's not a hack. It's hand made tab images placed to direct links in forums. Uses the hide forums, but allow direct access if link is known setting to accomplish this.
