Animated Forum Header ?

Can anyone advise me on some software for creating an animated forum banner ?

Id like to have something with swimming fish in it :D (Is this even possible ??)

Any help would be greatly appreciated

Consider using Flash, or just using an animated GIF created in Photoshop, et al.
