How do I make a new page / Edit Jump Menu?
 
I want to make a new page where people can submit downloads. How would I create this page?

There are readily available modification that can do this, but if you want to create your own, start by learning PHP/HTML (if you have not already), and read some articles such as this one: How to create your own vBulletin-powered page!
