Could not find phrase, wont let me access the admincp or do anything
 
When i try to go to my admincp it doesnt let me saying: Could not find phrase 'security_alert_x_still_exists'. also when i logged in it said Could not find phrase 'login'. then when i tried to moderate post its saying something similar and wont let me do it.

Then upoad the intall folder with: vbulletin-language.xml file in it and it still doing it.

Does anyone know what could be wrong?

You have two (at least) here. The phrase is missing from the phrase table and the message is telling you that the install folder exists so it needs to be rename or deleted, renamed preferably as you may need it again.

Rebuild your phases & language with tools.php from the do not upload folder of vbulletin to the admincp.

You can find that info in the vbulletin manual at vbulletin.com members area.

Upload tools.php from the do_not_upload directory. Run this file and you will see a GUI.
