idea for Visitor Message

I hav an idea for Visitor Message ,,

can any body think to mak a product to control how many Visitor Message can every usergroup submit in the day or in the hours

why?

some users in some forum , they are using the Visitor Message as a chat.
I want to limitation for exampe a ten Visitor Message to evry group in my fourm evry 24 hours.

this product will be very importnat for us as admin for the forums
