Enable attachments when posting a message
 
Hi,

I've installed the 3.8.* vBulletin forum and have a problem with 'showing' the Attachments (with Manage Attachments button) in the Post New Thread (or Response) screen, maybe is escaping something from me.

- In the usergroups (Registered Users) i have enabled the Upload/Download attachments options. (interesting thing, when I log as admin in the forum it doesn't show too)
- I've checked in Forum Permissions for this option, and it shows Yes

... maybe a more general setting?
