Required Min. 15 posts before Posting in Classifieds

How do I accomplish on requiring 15 posts to post a for sale ad on my classified section?

Create a usergroup with the appropriate permissions.

Create a promotion to move users to the new usergroup after they have 15 posts.

Done.
