Staff/Moderators structure

Is there a manual somewhere where I can get a basic staff structure for a fairly busy forum? a very organized structure that can lay out the duties of the staff and at the same time not cause internal disputes or "competition" amongst staff members.?

What structure do you use?

That will depend on the site, size of staff, and a lot more factors.
