Is there an advertising package that will do this?

I generally run 12 icon advertisements at one time, and I'd like to rotate them to accommodate more. Currently everything is done manually and I'd really like to automate the process.

I'm looking for an advertising product that will allow my end users to fill out a quick form, upload a picture, complete a Paypal transaction, and then reflect that update in the advertising area. The advertising area would randomly pull 12 active advertisements from the database and display them for each pageview. Advertisements would become inactive after a certain number of impressions.

Is there anything out there that will do this?

I ended up writing it myself. I hope to package it as a plug-in, but just haven't been able to do so yet.
