vBulletin.org's new private message flashing notification icon
 
On this website (vbulletin.org), whenever a user recieves a new private message, at the top right of the page there is a small flashing message icon next to where it says 'You have 1 unread messages'. This is the icon:

Is there any modification / instructions available on how to get this on my forum?

It would be different for 3.6 vs 3.7. Go to the modifications forum for your verision and then select Private Message Enhancements from the dropdown and you should see all the modifications.
