Require user to read a notice before posting in certain forums

I know this exists somewhere because I used to have it on an old forum. But for the life of me I can't find it anywhere. I must be searching for the wrong key words. :o

What I'd like is a way to make users read a notice (popup) before they post in a certain forum. I have a forum that's only for answers and everyone always posts their questions there.

If anyone can help point me in the right direction I'd appreciate it.
