How do i enable the "thanks" system in 3.8RC2

Upgraded to 3.8 Rc2 and would like to enable the thanks system.

you know the botton next to reply,quote etc some do have a mod where
it says "thanks" and you just press that for usefull posts .

What is the mod's name ?

if it is a mod ? else how do i enable it ?
