Permits uniting thread

Hello, I tried to combine two threads, I deny the action because I do not have permission, I am required nickname and password, enter the mine and I said no,, I'm the administrator.

How to fix this problem? In other versions I have.

Check if you have set your permissions to allow merging of threads.
