How to Create a New bar in footer page and never change
 

Hello i see new bar in bottom of page from this site : http://forum.teenv.net/index.php
how i can make this .
So if u scroll page move up and down. the Bar never follow the page (up and down)

i dont need java script.i just wanna make announcement in the bar.tq

If you look at the page source, you'll see it's the javascript at the bottom of the page:

http://forum.teenv.net/clientscript/mudim.js

All the text in the bar is entered into the javascript.

well lynne i dont need using javascript.
but i need html script. just put simple script in my template.
just put the words using backroung in footer page

if you can enlarge the screen shot so i can see what script you're talking about i'll see if i can help you
